Bill would require schools to detail expenditures

The Virginia House of Delegates has passed Del. Charles Poindexter's bill that requires local school boards to provide an annual report to the governing bodies that details the school system's expenditures. The bill now goes to the Senate for consideration.

It would require the Franklin County School Board to provide an annual report to the Franklin County Board of Supervisors detailing the school system expenditures.

The bill would also apply to other school boards.

It would require the report to be made available to the public, either on the school division's website or in hard copy at the school division's central office.

In addition, Poindexter's bill would require the report to "provide sufficient details in order for citizens to readily identify how appropriated funds have been spent."

Poindexter said his bill is intended to provide the public with more information on how schools funds are spent. This will help the public better understand how the school board spends its funds, he said.

The House has also passed three of Poindexter's other bills, including one requiring the Department of Health to set yield and storage requirements for private wells, and another to require the Department of Environmental Quality to study the impact of using the newer compact fluorescent bulbs that contain mercury for home and local landfills.

The House has also approved Poindexter's bill to create a drug court in Franklin County. Poindexter said he is also working on budget amendments to reallocate existing bond funding - not general fund dollars that would compete with other core services - for the completion of the new Western Virginia Regional Jail.
